Positive Deviance (PD) is an interesting technique which assumes the answer to many problems already lies within the community.  

Instead of cumbersome, costly top-down methods where consultants tell people what to do, it PD finds people who have already found the answers for themselves then helps them spread the message.  This bottom-up method underpins the LCC Lite programme we are running at Neutral Territory.
